Task Lead – Renewable Energy Integration in Power Systems

Deloitte Consulting is seeking applicants interested in the “Task Lead” position for the USAID-funded V-LEEP II program, which runs through September 2025. USAID V-LEEP II is helping Vietnam continue its transition to a clean, secure, and market-based energy sector by increasing the deployment of advanced energy systems, improving energy sector performance, and increasing competition in the energy sector.

The Task Lead is expected to manage and coordinate the activities related to Renewable Energy Integration within the Vietnamese Power System for V-LEEP II support to the Electricity Regulatory Authority of Vietnam (ERAV), under the guidance and supervision of V-LEEP II Power Systems and Market Director (Objective Lead 2, “OL2”).

This is a local Vietnamese long-term position based in the USAID V-LEEP II office at 17 Tong Dan Street, Trang Tien ward, Hoan Kiem district, Hanoi, Vietnam. Limited domestic travel may be expected as required by project activities. Work and travel will be in compliance with the policies and procedures of the Vietnamese and US governments, Deloitte Consulting, and the USAID V-LEEP II project office. Qualifications:

  • Bachelor's degree in electrical engineering, power system engineering, energy systems, development economics, or related field. Master’s degree is an advantage
  • Five or more years of experience related to power systems, power system operation, power generation, transmission and distribution, renewable energy, solar rooftop systems, electricity markets, electricity regulatory framework, energy conservation, energy economics, or other related fields. Seven years or more experience in the above fields preferred.
  • Good understanding of the Vietnam power sector, the agencies, and their roles. Previous experience of working directly with any of these agencies is desired
  • Demonstrated knowledge, skills, and abilities to manage a team, coordinate with government agencies, manage counterpart relations, conduct meetings and technical discussions, prepare/deliver presentations, develop/review technical reports, data analysis, and record keeping.
  • Ability to work independently under minimum supervision
  • Fluency in MS Office
  • Strong written and oral communication skills
  • Fluency in Vietnamese, with good command of English

Responsibilities will include:

  • Active engagement and coordination of activities with the technical focal point of the counterpart agency – ERAV
  • Implement technical activities and ensure delivery
  • Develop the resource plan and support OL2 for identification and engagement of resources for various activities
  • Develop work program for planned tasks/activities
  • Support the OL2 on job descriptions for long term staff (if required)
  • Draft statements of work (SOWs) with qualifications and estimation of level of effort for desired resources for achieving the tasks
  • Draft Inception Notes for activities, and develop materials to present to counterparts/VLEEP II team where applicable
  • Manage consultants to ensure delivery of reports and workshops
  • Prepare/review of technical reports on time and within budget, and secure ERAV’s concurrences for technical deliverables
  • Support OL2 with inputs for the relevant portion of the Quarterly Progress Report, Annual Work Plan, and other Contractual deliverables
  • Support the OL2 with Monitoring and Evaluation (M&E) indicators, and develop the necessary documentation for M&E indicators (USAID and GVN)
  • Participate in the meetings and trainings nominated for by V-LEEP II leadership

The Task Lead will report to the V-LEEP II Power Systems and Market Director.
