Vietnam Low Emission Energy Program II (V-LEEP II)  

Deloitte Consulting is seeking applicants interested in the “Power Modelling and Data Specialist” position for the USAID-funded V-LEEP II program, which runs through September 2025. USAID V-LEEP II is helping Vietnam continue its transition to a clean, secure, and market-based energy sector by increasing the deployment of advanced energy systems, improving energy sector performance, and increasing competition in the energy sector.

USAID V-LEEP II is applying PLEXOS, an integrated power and gas system simulation software, to conduct research and studies to support development and implementation of Power Development Plan, to provide in-depth analysis of sub-hourly pricing in VWEM, to test implication of new financial mechanism to support RE integration, and to access the potential integration of gas system and power system in national energy competitive market.

This is a local Vietnamese long-term position based in the USAID V-LEEP II office at 17 Tong Dan Street, Trang Tien ward, Hoan Kiem district, Hanoi, Vietnam. Limited domestic travel may be expected as required by project activities. Work and travel will be in compliance with the policies and procedures of the Vietnamese and US governments, Deloitte Consulting, and the USAID V-LEEP II project office. Minimum Qualifications:

·         Bachelor's degree in economics, finance, energy, development economics or related field. Master’s degree is an advantage.

·         Five or more years of experience related to data analytics, data management, data visualization, in the field of economics, energy economics, or other related fields 

·         Demonstrated knowledge, skills, and abilities to conduct data analysis, including regressions, use of statistical and visualization software (R, Python, Excel, Stata, etc.)

·         Strong written and oral communication skills

·         Fluency in Vietnamese, with good command of English.


Responsibilities will include:

·         Lead the data analysis of the input data on power demand forecast, existing and new generation and transmission facilities

·         Conduct data analysis and visualization of model results from PLEXOS, under the guidance of the Task Leads and the Objective 2 Lead

·         Support the PLEXOS modeling (CEM, PCM, and PRAS)

·         Enhance the level of detail for interactive maps to support stakeholder engagement of PDP-8 implementation, EMP implementation and power market analysis, and conduct trainings for a broader set of stakeholders on the interactive maps

·         Support and lead the technical and analytical elements of studies and trainings conducted by V-LEEP II, which include, for example:

Ø  Assessing the capacity credit of Vietnam’s wind and solar plants, particularly as renewable energy (RE) penetration increases

Ø  Conducting extreme weather studies to support resilience planning in the power sector

Ø  Assessing system adequacy under various industry definitions e.g., Loss of Load Expectations “LOLE”, Loss of Load Probability “LOLP”, and Expected Unserved  EUE” for application to different RE integration levels, as defined in PDP-8

Ø  Simulating future weather events and analyzing their impacts on operations at a national and regional level

·         Recommending policy options to support Battery Energy Storage System (BESS) for RE integration and reducing RE curtailment

·         Attend all of the meetings and trainings scheduled by Task Leads and V-LEEP II leaderships

The Power Modelling and Data Specialist will report to the V-LEEP II Deputy Chief of Party – Technical (DCOP-T), Objective 2 Lead, and respective Task Leads.
