Project Description

Vietnam elaborated its strategy to respond to climate change through the “National Target Program to respond to Climate Change” that was approved by the Decision No. 158/2008/QD-TTg dated December 2^nd, 2008 by the Prime Minister. The French Development Agency (AFD) considers supporting SP-RCC, which is the Support Program to Respond to Climate change in Vietnam.

RCEE works together with ICE, French Consultant, to assist Ministry of Natural Resources and Environment in the implementation and monitoring of the program as regards the following actions of the policy matrix : energy and CDM related actions in the mitigation pillar and cross-cutting actions. Consultants team has developed three bakground papers on energy effiency, renewable energy and biofuel with updated information on the status of implementation relating to each action and a policy matrix on Energy Efficiency. Such deliverables has provided inputs for policy and investment decision making by relevant stakeholders. Consultant team also assist line ministries in elaborating the terms of reference of specific technical assistances that will aim at supporting the implementation of the policy matrix’s actions
