RCEE-NIRAS Supports the Implementation of Circular No. 38/BCT-TT on GHG Inventory and MRV through the V-LEEP II Project

Through the USAID Vietnam Low Emission Energy Program II (V-LEEP II), RCEE-NIRAS provided technical assistance to MOIT and its Department of Energy Efficiency and Sustainable Development (EESD) in preparing and implementing this vital circular.

As Vietnam strives to meet its ambitious climate commitments, RCEE-NIRAS continues to play a crucial role in supporting the Ministry of Industry and Trade (MOIT) in addressing the growing challenge of greenhouse gas (GHG) emissions. Vietnam, recognized as one of the fastest-growing GHG emitters, particularly in the energy sector, pledged to reach net-zero emissions by 2050 during the COP26 summit in 2021. To support this goal, MOIT introduced Circular No. 38/BCT TT, which mandates the development of GHG inventories and MRV (Measurement, Reporting, and Verification) systems for large emitters in the energy and industrial sectors.

Through the USAID Vietnam Low Emission Energy Program II (V-LEEP II), RCEE-NIRAS provided technical assistance to MOIT and its Department of Energy Efficiency and Sustainable Development (EESD) in preparing and implementing this vital circular. Since 2023, RCEE-NIRAS has been developing a technical guidance to meet regulatory requirements at both the facility and sectoral levels. This guidance enables large GHG emitters to effectively measure, monitor, and verify their emissions, laying the groundwork for future domestic carbon trading systems. This guidance document then was used as input to develop the Circular No. 38/BCT-TT.

Building on this effort, RCEE-NIRAS continued its support in 2024 by facilitating a series of nationwide training workshops. These sessions were designed to enhance the capabilities of both public and private sector stakeholders, including MOIT agencies, departments of industry and trade, and leading corporations. The goal was to ensure the widespread dissemination of the technical guidance and to equip key players with the skills needed to implement effective GHG inventories and mitigation actions.

As Vietnam moves toward a cleaner, more secure energy future, RCEE-NIRAS remains at the forefront, contributing to the country’s GHG reduction strategies. The technical guidance developed under the V-LEEP II project aligns with Vietnam’s Nationally Determined Contribution (NDC) and supports the transition to a market-based energy sector.

Through this initiative, RCEE-NIRAS reaffirms its dedication to helping Vietnam meet its ambitious emissions reduction targets and fostering a greener, more sustainable future.
