Project: Climate action planning in Ho Chi Minh City and Hanoi
To support this effort, C40 has provided each city with a funded full-time member of staff embedded within the city government ("C40 City Advisers") for up to two years to support the coordination and development of the climate action plan, as well as facilitate knowledge transfer across the city and C40 network. RCEE – NIRAS have been selected to support Hanoi and Hochiminh (Vietnam) for climate action planning.
The C40 Cities Climate Leadership Group (C40) is a network of the world’s mega-cities committed to addressing climate change. Acting both locally and collaboratively, C40 member cities are having a meaningful global impact in reducing both greenhouse gas emissions (GHG) and climate risks.
C40 Climate Action Planning Programme aimed that every C40 city should have developed and begun implementing a climate action plan before the end of 2020, which will deliver action consistent with the objectives of the Paris Agreement. A climate action plan should address the need to reduce GHG emissions, adapt to the impacts of climate change and deliver wider social, environmental, and economic benefits. C40's Climate Action Planning Programme is designed to help cities develop or update their climate action plans in line with the objectives of the Paris Agreement.

Climate Action Planning Strategic Appraisal
The Climate Action Planning Strategic Appraisal is designed as a starting point for cities to determine the extent to which their current and/or planned climate targets, policies, plans and programmes are consistent with the objectives of the Paris Agreement, as defined in the Climate Action Planning Framework. The Consultant team has gathered and analysed information that can be used to inform the development or updating of a climate action plan
GHG Emissions and Climate Risk Assessment
Following the Strategic Climate Action Planning Appraisal, cities have been supported to update and develop their evidence base on city-wide GHG emissions and current and future climate risks. Cities have also been supported in analysing stakeholders and in identifying non-climate city priorities that relate to the climate action plan development.
GHG emission inventory and GHG emissions scenarios
The Consultant has reviewed and developed a city-wide GHG emissions inventory is in line with the requirements of the Global Protocol for Community-Scale GHG Emission Inventories using C40’s City Inventory Reporting and Information System (CIRIS) tool. Also, robust business-as-usual emissions forecasts till 2050 and city-specific emissions reduction trajectories have been developed.
Action and plan development
The Consultant team has updated city’s climate action plan for Hanoi and Hochiminh aligned with the requirements of C40’s Climate Action Planning Framework. In particular, this phase supports cities to:
• Prioritise actions based on the greatest impact, their benefits and benefits’ distribution and on their ability to fulfil city objectives, and developed with the participation of communities and partners, and
• Set out how these actions will be delivered and lead to a measurable impact, and identify the funding and human resources needed for implementation. using the Climate action for URBan sustainability (CURB) or similar tool (as approved by C40)
