Information dissemination and capacity building courses on guidelines, investment procedures, and documentation for participation in JETP projects

In November 2025, Electricity Authority of Viet Nam (EAV) under Ministry of Industry and Trade (MOIT), in collaboration with the United Nations Development Programme (UNDP), organized a series of three nationwide information dissemination and capacity building courses entitled “Guidelines, investment procedures, and documentation for participation in JETP projects.”

The capacity building courses were held in Ho Chi Minh City (17–18 November), Can Tho (20–21 November), and Hai Phong (25–26 November), attracting more than 400 in-person participants and over 450 online participants from provinces and cities across the country.

The events brought together representatives from EAV, IGIP the International Partners Group (IPG), UNDP Viet Nam, provincial Departments of Industry and Trade, power utilities, financial institutions and commercial banks, and investors and enterprises operating in the energy sector.

Within the programme framework, RCEE, serving as a trainer, delivered in-depth technical sessions focused on reviewing and updating the latest legal and regulatory framework supporting JETP implementation. RCEE covered key policy instruments, including the amended electricity law, the adjusted power development plan VIII, Decree No. 57/2025 on Direct power purchase agreements (DPPAs), Decree No. 58/2025 on renewable energy development, and regulations on investor selection through competitive bidding, electricity activity licensing, pricing mechanisms, and power purchase agreements (PPAs).

Beyond the technical presentations, open discussion sessions, and interactive panel discussions, with RCEE contributing as a key panelist, provided a platform for in-depth exchanges. Participants raised numerous practical questions on critical and practical issues in JETP implementation, covering access to finance and lending conditions, feasibility study preparation and appraisal, disbursement mechanisms, bidding procedures and planning adjustments, land-use regulations, environmental and social standards, and risk allocation in power purchase agreements.

The training series aimed to support agencies, institutions, and enterprises to gain clear and structured access to essential information for preparing and implementing JETP projects. As one of the first JETP-focused capacity-building initiatives in Viet Nam, the courses contribute to enhancing institutional capacity, standardizing implementation processes, and laying the groundwork for more advanced courses, thereby supporting a just energy transition and Viet Nam’s goal of achieving net-zero emissions by 2050.
