Under the Memorandum of Understanding (MoU) signed between the Ministry of Industry and Trade (MOIT) and the International Energy Agency (IEA) on 4 June 2025, MOIT assigned the Electricity Authority of Viet Nam (EAV) to work with the IEA in organizing a series of workshops on Variable Renewable Energy (VRE) integration in Viet Nam. 

As part of this collaboration, the first workshop, "Building the Foundations for a Secure Power System Transition," was held on 6–7 July 2026 in Hanoi. The event marked the launch of the workshop series aimed at supporting Viet Nam's transition towards a more flexible, resilient and sustainable power system.

Around 80 participants attended the workshop, representing Ministry of Investment and trading MOIT, EAV, the National System and Market Operator (NSMO), Vietnam Electricity (EVN), EVN subsidiaries including GENCO 1, GENCO 2, GENCO 3, EVN SPC and EVNNPT, etc., Institute of Energy, research institutions, private sector organizations and international partners. Over two days, Vietnamese and international experts exchanged perspectives on operating power systems with increasing shares of renewable energy and shared practical experiences from different countries.

The program featured plenary sessions alongside parallel technical and policy tracks, covering two key themes: power system operation and electricity market and policy design. Discussions explored technical solutions, regulatory approaches and international best practices to enhance power system flexibility and accelerate renewable energy integration in Viet Nam.

As the event management partner, RCEE supported the overall coordination of the workshop, introduced the workshop objectives, facilitated several technical sessions and consolidated key outcomes from the parallel discussions. Dr. Hoang Anh of RCEE also moderated the closing reflection sessions, helping participants identify policy priorities and key themes for the upcoming workshops in the series.
