Follow-up Advisory Support on the Development of the Energy Sector MRV Framework and System
The World Bank has mobilized support from the World Bank’s NDC Support Facility Trust Fund to support the Government of Vietnam (GoV) by advising on options for the design of an MRV framework and system, identifying potential needs for resources and capacity building; and assessing the basis for MRV framework and system at the national, sectoral and facility levels .

Furthermore, MOIT is planning to draft a MRV and GHG emission quantification protocol and implement a test on the MRV framework and system at the facility level for coal power generation entities as the Vietnam’s largest and flagship emitters.
This test will facilitate the initial understanding of the operation of facility and sub-sectoral level MRV framework and system. These will provide regulators with the insights to later finalization of MRV system for power generation in particular and broader sectors. The consultations are to be covered in this assignment to obtain feedbacks from entities – which are very crucial for the establishment of the future official sectoral (energy) MRV systems.
To enable MOIT to draft a MRV and GHG emission quantification protocol and implement a test on the MRV framework and system at the facility level for coal power generation entities. The Consortium led by NIRAS/ RCEE – NIRAS has been selected to implement the follow-up TA to support MONRE and MOIT in preparing guiding principles of the energy sector MRV system implementation for the use of key stakeholders.
The key task below will also take into account the current CPI development plan, as far as they affect the monitoring at the sectoral and facility level. This includes the pilot National Crediting Program and pilot domestic Emission Trading System, probably starting in 2024 and 2026, respectively. Here, the aim is to ensure as far as practicable, that the legislation to be developed in the coming years will be able to facilitate further specific CPI legislation, such as the Government Decree on Regulations on Greenhouse Gas Emissions Reduction and Ozone Layer Protection under preparation (“draft Decree”), and does not create impediments for such legislation.
