Establishment of Energy efficiency benchmarking for the weaving and dyeing sector

Within the framework of Phase II of the Renewable Energy and Energy Efficiency Project, GIZ plans to support MOIT/DEESD to prepare one norm (“benchmark”) of the specific energy consumption (SEC) per unit of product or product mix for a jointly selected industrial sector/sub-sector. This benchmarking study will be implemented in 03 stages. The 02 first steps have been completed all preparation activities with 04 outputs: (i) Assessment report of the existing SEC norm for industry sectors in Vietnam, (ii) One suitable sector/subsector for benchmarking (the weaving and dyeing sector) based on selection criteria agreed with DEESD, (iii) Preliminary audit plan and (iv) Input data templates to report and determine the SEC of the facility belonging to the sector.
RCEE – NIRAS has been selected to provide consultancy services to establish energy efficiency (EE) benchmarking for the weaving and dyeing sector, inheriting the results of the previous studies in stage 1 and 2 of the benchmarking study. This EE benchmarking would, in turn, be used to support MOIT in the promulgation of benchmark in form of a Circular for an industrial sector in compliance with specific objective #2 of the Decision 280/QD-TTg. The Consultant will implement the following main activities: (1) Collecting energy data via questionnaires with private sector stakeholders; (2) Preliminary energy audit for selected facilities; (3) Development of a concept paper of various benchmark(s) setting methodologies for the Sector; (4) Drafting a circular drafted in a form and manner as agreed with GIZ/DEESD.
