Dissemination of Readiness Plan for Vietnam Cement Sector and GHG Reduction Action Plan in Cement sector
After 02 years of implementation, the Final workshop for The Nordic Partnership Initiative Pilot programme for supporting up-scaled climate change mitigation action in Vietnam’s cement sector was organized on 17 June, 2016 at Pullman hotel, Hanoi. The objectives of this workshop are to present the project achievements and recommendations for the NAMA Readiness Plan as well as the draft GHG reduction action plan in cement sector.
For the opening section, Mr. Le Trung Thanh – Director of Department of Science, Technology and Environment/Ministry of Construction has briefed the general context of Vietnam Cement production industry and forecasted the total emission volume in 2030. He also emphasized that as the roles of the line minister in charge of cement sector, Ministry of Construction has developed its plan and strategies for CO2 emission reduction in cement sector, the Readiness Plan in cement sector includes the financing plan as well as proposal for policy mechanism to overcome the barriers for the implementation of mitigation measures.
Several topics have been discussed during the workshop. A presentation on Readiness Plan for NAMA cement Vietnam has been presented by NIRAS A/S, on behalf of the consultant consortium. Representatives from MOC have introduced the draft GHG emission reduction Action Plan for Vietnam cement sector and as well as measures on development policy and mechanism of Vietnam cement sector. Discussions by the private sector on their plan for GHG emission reduction activities have been presented by VICEM and Holcim Vietnam. Also, financial solution for WHR projects has been presented by Dragon Capital Company.
The workshop has received much attention and participation of over 90 representatives participants from Ministry of Construction, Nordic Development Fund represented by the Swedish Embassy, NOAK represented by the Swedish Energy Agency, Ministries such as MPI, MOF, MONRE etc., and relevant agencies, cement companies, representatives of donors such as AFD, GIZ, BTC-GGSF, UNDP, representatives of Associations and Institutes, investors, the media and as well as other stakeholders
