The Asian Development Bank (ADB), through the knowledge and support technical assistance project, established the Article 6 Support Facility to facilitate implementation of the Paris Agreement. The A6SF is providing technical assistance to Viet Nam through policy development and capacity building support. As part of this support, this assignment’s objective is to assess the existing institutional set-up and prepare a gap analysis and recommendations for operationalizing a domestic carbon market in Viet Nam.

In the framework of this support, RCEE – NIRAS’s consultant has been selected to assess the existing institutional set-up and prepare a gap analysis and recommendations for operationalizing a domestic carbon market in Viet Nam. The Consultant will prepare a report to include: (1) A stock-take of current institutional mandates, capacities and arrangement for operationalizing a domestic carbon market in Viet Nam; (2) A description of key institutional infrastructure needed to operationalize a domestic carbon market in Viet Nam; (3) A gap analysis to identify additional institutional mandates, capacities and arrangement that are needed to successfully operationalize a domestic carbon market in Viet Nam; (4) Recommendations regarding mandates, capacities and arrangement that need to be developed to provide the institutional infrastructure required to operationalize a domestic carbon market in Viet Nam, and priorities amongst them.
