On 4^th April, 2018, the provincial People Committee of Cao Bang province has issued the Decision 337/QD-UBND on approving the green growth action plan of Cao Bang province in the period 2017- 2020, with vision to 2030.

The Decision was approved with the technical assistance of the project Support for Cao Bang and Bac Kan in developing the provincial green growth action plans of Department of Science, Education, Natural Resources and Environment, Ministry of Planning and Investment and UNDP. The project was conducted by the expert group of Center for Energy and Green Growth Research and RCEE-NIRAS; and completed at the end of 2017.

The action plan aims at ensuring the effective implementation of the National Green Growth Strategy, rapid and sustainable economic development, with a focus on low carbon economy, emission reduction and increased GHG emission absorption capacity, enrichment of natural capital, exploitation and efficient use of green energy and renewable energy available in the province, economical and efficient use of energy and natural resources.

In the action plan, the expert group has proposed different solution to reduce GHG emission, greening the production, greening the lifestyle and promoting sustainable consumption, which mainly focus on:

·      - Propaganda, education, awareness raising in the period of 2017-2020;

·      - Reform of administrative procedures for green growth in the period of 2017-2020 and 2021-2030;

·      - Infrastructure, green urban landscape and new rural construction in the period of 2017-2020 and 2021-2030;

·      - Shifting economic model and investment structure for 2017-2020 and 2021-2030;

·      - Innovative technology, improving energy efficiency and promoting renewable energy;

·      - Pollution control for the period of 2017-2020 and 2021-2030;

·      - Develop human resources for international exchanges and cooperation between 2017-2020 and 2021-2030;

·      - Applying science and technology for the period of 2017-2020 and 2021-2030.

The action plan also listed the targeted programs and projects relevant to green growth in the period of 2017-2020 and 2021-2030, in 6 group of tasks:

·      - Capacity building and awareness;

·      - Institutional strengthening;

·      - Reducing GHG emissions;

·      - Use of renewable energy, industrial processes and waste;

·      - Green production;

·      - Green lifestyle and sustainable consumption.
