Appraisal and review of eligibility for sub-projects under HCFC's Phase-out Management Plan Project – Stage II

The Project Management Unit (PMU) under the Department of Climate Change (DCC), Ministry of Natural Resources and Environment (MONRE) is responsible for implementing all Ozone Depleting Substance (ODS) phase-out activities stipulated in the Vietnam Hydro Chlorofluorocarbon (HCFC) Phase-out Management Plan, Stage II (HPMP II) as agreed by Government of Vietnam and the Executive Committee (ExCom) of the Multilateral Fund.
RCEE – NIRAS has been
selected to implement the service package: Review of eligibility of enterprises
and sub-project appraisal in foam, refrigeration and air conditioning sectors. For
the period of 2020 - 2021, the consultant team has implemented 02 main tasks:
(1) Review the eligibility of enterprises identified
during preparation of the HCFC's Phase-out Management Plan Project - Stage II
and approved by the ExCom of the
Multilateral Fund; (2) Appraisal of
financial and technical proposals of sub-projects developed by enterprises to
participate in the project. The consultant has reviewed the eligibility of
enterprises identified during preparation of the HCFC's Phase-out Management
Plan Project - Stage II and approved by the ExCom of the Multilateral Fund, including a total of 83 production facilities
distributed in the territory of Vietnam in 04 fields: air conditioners (04
facilities), XPS foam (01 facilities), refrigeration (34 facilities), and PU
foam (44 facilities). Once the eligible enterprises developed and submitted
proposals for technological conversion solutions to eliminate ozone depleting
substances, the consultant has appraised the technical and
financial proposals as inputs for the PMU and the World Bank to consider and
approve financial support for the sub- projects.
