USAID V-LEEP  is inviting applications for the position of Renewable Energy Advisor based in Hanoi, Vietnam.

USAID V-LEEP helps the Government of Vietnam (GVN) establish an effective policy, regulatory, and incentive environment for low-emission growth in the energy sector, while simultaneously attracting investment in renewable energy (RE) development and energy efficiency. V-LEEP works closely with private companies to support the development, financing, and implementation of grid-connected renewable energy (RE) projects throughout Vietnam. V-LEEP’s efforts include a close collaboration with the Electricity and Renewable Energy Authority (EREA) of the Ministry of Industry and Trade (MOIT) to enhance Vietnam’s incentive mechanisms for renewable energy, such as development of Renewable Energy Portfolio Standards (RPS), revisions to the solar rooftop component of Decision 11 that established a Feed-in-Tariff program for solar energy, and enhanced power development planning.

Position Description

V-LEEP is recruiting a full-time Renewable Energy Advisor to join its Hanoi-based team, which is working to catalyze the rapid and large-scale growth of grid-connected RE in Vietnam. The successful candidate will be willing and eager to take on this challenge and will be inspired to make a difference by adding clean, reliable power to Vietnam’s electricity grid. Duties and responsibilities of the Renewable Energy Advisor include:

Lead V-LEEP’s advisory support to the Ministry of Industry and Trade on design and implementation of Renewable Portfolio Standards (RPS). This may include:

Closely collaborate key involved parties of the RPS including the U.S National Renewable Energy Laboratory (NREL), the Hawaiian National Energy Institution (HNEI) to ensure committed deliverables at good quality and within agreed deadlines

Thouroughly read and provide comments on deliverables provided by NREL and HNEI to ensure the relevance, suitability and adaption in the context of Vietnam

Search for and gather necessary information and data required for the RPS study work

Identify and engage required resources if needed to ensure smooth implementation of the RPS study work

Coordianate with the Electricity and Renewable Energy Authority (EREA) under Ministry of Industry and Trade as well as other relevant Ministry and public institution on the implementation of this RPS work including organization of the Consultation workshop (technical aspects)

Be responsible for the final technical report of this RPS study work

Assist V-LEEP’s advisory support to the Ministry of Industry and Trade on study and proposal of revised support mechanism for promoting solar rooftop projects in Vietnam and storage system for promoting utility scale solar PV projects in Vietnam. The candidate will closely work and support the Task Lead of these two studies on:

Read and provide comments on deliverables from engaged parties and consultants to ensure the relevance, implementation and finally the quality of the study reports

Searchforandgatherrequiredinformationanddataincludinginterviewsarrangementwithkey stakeholders for report inputs

Support the identification and engagement of required resources if needed to ensure smooth implementation of these two study works

Support the communication with EREA, EVN and its subsidaries for data and information validation and verification as well as final report

Support with the organization of consultation workshops (technical aspects)

Support with systhesizing and formatting all deliverables for final technical reports

Help implement V-LEEP’s support offerings on RE as well as to specific VRE projects and developers. This may include:

Support the pilot implementation of the Direct Power Purchase Agreement (DPPA) o Gather information on the RE market and closely follow up any changes and developments.

Liaise with project stakeholders including suppliers, banks, government officials, local community leaders, and contractors.

Help maintain relationships with relevant Government agencies

Explore and provide suitable required technical supports to selected RE projects and developers during their construction in order to help meeting Commercial Operation Date (COD)

Coordinate development activities with particular focus on technical, regulatory and permission aspects with project developers.

Support in organizing quarterly clinic to RE developers    

Any other tasks, responsibilities, or duties deemed necessary by the Component 2 Lead., including support on RE grid integration topics under V-LEEP Component 1.

Skills and Experience

In addition to having the ability to fulfill the responsibilities noted above and past experience which demonstrates this ability, the following skillset/experience is desired:

Vietnamese nationality, with strong command of written and spoken English;

Minimum of Master’s Degree in related field

Minimum of 3-5 years of experience in finance, business, project development, renewable energy, or a related field;

Understanding of RE regulatory framework, market development and regulatory processes in renewable energy development;

Good experiences with providing advisory services and conducting policy works in the energy sector with focus on variable renewable energy

Good network with Government institutions and key stakeholders of the power sectors

Good understanding of project management and development;

Good understanding of the technical aspects of renewable electricity generation. Knowledge on RE grid integration is an advantage;

Good understanding of the regulatory processes in renewable energy development;

Flexible, effective and customer-oriented communication skills, collaboration in a multi-cultural team;

Demonstrated initiative, self-motivation, ability to work both independently and within a team, and hands-on approach;

Excellent client management skills;

Excellent capability to manage, coach, and support other team members;

Excellent communication skills, both written and spoken;

Willingness and ability to travel
